Years on the Bench Judge Hess was elected in August, 1994 to fill a circuit judge position created by the Florida Legislature. Upon taking office in January, 1995, he was assigned to the criminal court where he presided over one-half of all Bay County felony cases. In 1997, Judge Hess became the Circuit Judge for Gulf County while also assigned a Bay County civil docket. He remained on the Gulf County bench for over four years until being reassigned to Washington County. Upon his return to Bay County in 2003, Judge Hess was assigned to both the criminal and civil divisions until his resignation on February 29, 2008. While on the bench, Judge Hess established a reputation for fairness and for his common sense approach to the law. He demonstrated a desire to do the right thing and the courage to act upon that desire, even when it was not what powerful interests wanted.
